On March 28, 2022, in Ca Mau province, the Ministry of Planning and Investment coordinated with the GIZ supported "Macroeconomic Reforms / Green Growth" Programme held the 3rd consultation workshop on the development of the National Green Growth Action Plan for the period 2021-2030 (the VGGAP).
Deputy Minister of Planning and Investment Nguyen Thi Bich Ngoc, in her opening speech, emphasized the importance of implementing the VGGS and its twofold benefits in accelerating the transformation of sustainable growth models, at the same time contributing to deliver Vietnam's strong commitment to Net Zero Emissions at COP26.
The draft VGGAP concretizes the VGGS in 10 group-oriented topics, priority sector solutions and 224 tasks and activities. The draft VGGAP was developed based on good results of the implementation of VGGAP period 2014-2020, and incorporation of international experiences, and alignment with Vietnam’s socio-economic development targets. Also the draft reflects the Vietnam’s commitment on Net Zero Emission goal by highlighting key tasks and activities for the prioritized sectors: energy, industry, transportation, construction, agriculture, resource management and environmental protection, and mobilization of financial resources and green investment.
Speaking at the workshop, Mr. Dennis Quennet, Coordinator of the GIZ Sustainable Economic Development Cluster, emphasized 04 key elements assisting the VGGAP towards Net Zero Emissions commitments, including climate financial investment to attract green investment, which are critical tools in mobilizing capital for climate action for green growth, regular and proper monitoring and reporting on the implementation of the VGGAP, making sure the JUST mechanism is in place that no one is left behind. Representatives of ministries and local leaders of the southern provinces appreciated the approach and content of the draft AP, reflected shared lesson learnt as well as proposed practical suggestions to aid finalizing and implementation the VGGAP period of 2021-2030. Key recommendations include enhancing policy coherence, mobilizing resources and green investment in key climate resilient projects, and synergies coordinating mutually reinforcing actions in VGGAP and the socio-economic development plans for spilled over effects, and contributing to the goals of economic prosperity, sustainable environment and social equality in Vietnam.
