In the framework of the project Social Dimension of Sustainable Green Growth (GIZ SD Project) associated with cooperation between Ministry of Labor - Invalids and Social Affairs (MOLISA) and GIZ; to further improve the capacity of the officials of Department of Labor Invalids and Social Affairs and related departments and agencies on social impact assessment (SIA) and gender mainstreaming in policy development, Training School for Officials, Civil Servants on Labor and Social Affairs has organized three training courses on "Gender and Social Impact Assessment" for nearly 100 provincial officials from July to September 2020 in the provinces: Hoa Binh, Lai Chau, Son La (July 21-23, 2020), Lam Dong, Dak Lak, Dak Nong (August 19-21, 2020) and Ba Ria - Vung Tau, Dong Nai, Binh Duong (September 22-24, 2020).
The above-mentioned training courses aim to improve knowledge, skills and methods of implementing SIA and Gender Mainstreaming in policy making process at local level. Trainers who conduct the training are the ones jointly selected by MOLISA/Legal Department and GIZ SD from the core group of Training of Trainers (ToT) on SIA/GIA, formed and trained in the first phase of the Project. Each training course was conducted in 2.5 days, including 2 days on policy impact assessment (PIA), SIA and 0.5 days on gender mainstreaming in the policy development process.
The above training courses are the result of the relentless efforts of the GIZ SD Project and the Ministry of Labor, Invalids and Social Affairs (Legal Department) in improving the capacity of local cadres on social and gender equality in policy development; creating a critical contribution to ensuring that the promulgated policies will be in line with reality, social and gender issues are fully taken into account, so that no one will be left behind.
The training courses were highly appreciated by trainees, staff of DOLISA, Department of Health, Women's Union, and related departments, especially in terms of knowledge content, organization, and teaching methods that the ToT trainers have implemented. The knowledge and skills acquired from the trainings will help trainees actively implement and effectively apply in practice at their agencies and units.
The GIZ SD project was implemented in the period from 2016 to 2021 to provide technical assistance to MOLISA and relevant ministries and agencies in integrating social dimensions and gender equality in policy formulation and implementation. This is one of GIZ's efforts on behalf of the German Government to support the Government of Vietnam towards a green and sustainable economy. The above training courses are part of the capacity building program of the Project, including pilot studies on social impact assessment to find out the limitations in social goals and gender equality of the revised policies in different laws and legal documents, domestic and foreign training for officials of ministries, lecturers of universities and development of SIA subject curriculum in formal education and training programs etc. The GIZ SD Project, together with MOLISA and relevant agencies at both central and local levels, will contribute to the implementation of the GIZ's sustainable development cooperation goals to support the people and Government of Vietnam.
